    If a user is marked as a "sudo" admin, they are given permission to jobs based upon the value return of this function. This creates the most flexible security policy possible since the Qube! administrator is allowed to create control over jobs based upon any property of the job. Such as the job's priority or cluster values. For information on how to create a sudo administrator, see the User Permissions chapter in Administering Qube!.
    The format of the input parameters for jobs and hosts are standard Perl hash structures and has already been defined in the Custom Queuing Algorithms section of this documentation.
