@FIX: modified the way job inst= ances are killed on Windows workers. The old way was causing issues (i.e. j= obs not kill-able) in some environments where the worker is running in serv= ice mode AND GPO is used.
Some related symptoms/indications included:=
 
* Seeing the following error message in the workerlog:<= br /> ERROR: QbWorker::killJob(), PostThreadMessage() Invalid thread identi= fier
 
* "qblock --purge <worker>" not kil= ling off locally running job instances as expected.
 
* Ag= gressive preemptions not working as expected.
 
Note: this= was previously worked around by tweaking the "UI0Detect" (aka Interactive Services Detection service) setting in the registry, but Windows 10 update 1803 removed the service, thus disabling this workaro= und.
